I think parg died awhile ago, they posted all their art here, that being said this 2d art is great, i would believe its from the original fallout and even better. How much would he want from it?
On a side note, i think iniciatives like this one are the kind OGA needs, since the biggest drawback of open art is the lack of homogenity in art quality. You can find 2 awesome models that are totally different in style, and thats no good for any project, while a set of decent quality has far more aceptation and usefulness. Just my opinion.
You have some nice plans there, but are the LPC that good as to portrait the character changes? for example, you put an iron plate on your warrior, will it show only the plate or will he become fully armored at the instant?. The first case migth be quite interesting equipment wise

I sugest you use unity3d, you will save lots of headaches from the start, its the most friendly user/programmer engine i have seen so far
