GPL licenses aren't compatible with CC-BY and OGA-BY licenses (use of GPL intellectual property requires that an entire project also be licensed under GPL which is often undesirable). I recommend you pick a single license to avoid confusion and potential licensing issues.
I downloaded the file just now, ran a scan with three AV suites including Windows Defender... and nothing. I'm going to go with a false positive on this one. As far as I can tell this file is legitimate with no real threats.
As an aside, SF did go down the path of "mo money" but they've since resurrected themselves under new leadership. I still don't trust them (at all) but they've at least pulled the malware injection from the site.
Huh, gotta love that. I've had to deny botnets from attempting the same on a fan site which had a similar effect. Spam the hell out of the forums and attempt to steal as much user data as possible. It's a daily chore to see if it's just a few hits or if it's hundereds of thousands of hits from the same IP range.

If you want credit your license should be CC-BY or OGA-BY, CC0 (public domain) allows anybody to use the work without need of credit. Just FYI.

Digging the NES sprite color limits -- out of curiousity, is the palette also limited to the NES palette or just the sprite color restrictions?
