The difference is small and technical; CC-By has a hidden clause qhich restricts the use of CC-By licensed assets in DRM'ed projects. While I detest DRM as much as anyone, it could technically restrict the use of these assets in projects put on Steam or the iOS store or similar venues. I include CC-By as well though because it's more well-known and commonly used.
As cemkalyoncu said, it's to maximize compatibility across different projects. Normally I don't bother with CC-By-SA or the GPL licenses, but in the case of the LPC assets many of the other assets are exclusively SA/GPL so it is necessary. Just choose whichever license best suits your project.
I hate to say it, but most of these have been saved as .jpg which totally destroys pixel art. They have to be saved in a non-lossy format like .png to be usable.
What a refreshingly perfect commission post. Clear direction, exact requirements, and clearly-laid out (and imo good) payment offered. I would take this on if I had the time (grad school :\ ) but for now all I can offer is appreciation for getting this dead right.
My friend has informed me that the email he used exclusively to submit to the LPC has also received spam, so clearly they did get access to some restricted info (if that wasn't already obvious).
I'd suggest you work at a larger size to get started. There are extra tricks that come into play when you're working at a very low resolution which would be a pain to pick up at the same time as everything else.
You're absolutely right, and I believe the feature has been planned for a while. It just isn't in yet.

I'm not sure if their opinion necessarily matters. Isn't it only a question of what the license text says and how it is interpreted in court?
