Public domain means public domain.  There are no restrictions on what you do, with the possible exception of the author's moral rights.  That's why it's considered essentially synonymous with WTFPL.  Of course, if you're distributing it under CC-By-SA, it has a lot less sticking power because it is, of course, a dual license essentially and need not be followed.  But there is nothign preventing you from doing it.

Just a note: while I don't think people will have an especial problem with fangames, the premise is sort of antithetical to open software, since a work derived from proprietary material can't be openly licensed.  I don't mean to discourage you from your project, especially with a 'franchise' which seems to be run as permissively as Touhou, but you're probably less likely to find help in this forum than elsewhere.

As qubodup said, it might be a good idea to at least look at those and then refine your request a bit.  Is there perhaps something there that would be good, but lacks the needed animations?  Or that has a good design but isn't the right resolution?

One more potential option as well: http://opengameart.org/forumtopic/xeon-as-he-is-sprited .  Xeon is still WiP (has been for quite some time, pending me not being busy with other stuff), but some poses are done.

Sounds to me like it's an issue with being able to shoot through a door where you shouldn't, rather than an inherent breaking in the teleport spell.  Though I'm sure Clint will know better.

first off, thanks for asking. While I haven't yet fully decided how to
handle these sprites, I do have another graphics source released today
-- with all of the images being the public domain, for commercial

To explain, Grow a Face lets you select face drawings, and based on
your selection, mutates the drawing. This goes on for several steps
creating -- out of infinite possibilities -- fully new faces. These in
turn may be even useful for games.
