I'm not sure that this is truly impossible with any 3d camera, as long as you allow for orthographic cameras and some intereststing transformations.  That view there is actually just an oddly scaled and rotated isometric view, which is possible with an orthographic camera:

I wasn't thinking about UQM when I made these, but I played a lot of it when I was younger. It's one of the best games ever. It's very likely that it influenced my style.

"rules" for writing fanfare music

I'm not huge on music theory, but I used to play the trumpet (and, by extension, the bugle, which is essentially a trumpet without valves).  Bugles are great for playing fanfares, because they're limited to a certain set of notes that are fitting for them:

C4, G4, C5, E5, G5, B-flat5, C6, D6, E6, etc

A simple fanfare-like progression of two notes would be G4 -> C5.

Now, obviously fanfares aren't *limited* to these notes, but basing your fanfares around them will generally lead to good results.
