It's a really good start! I had a go with 0.2 - first thing I'll point out is that you should compile with different settings because the download requires Java7 but the code does not require Java7. I had to download the source and run from Eclipse, and I have Java6. I would say that Java7 is not widely installed at the moment.
I died quite soon in to the tutorial. I'm not sure what happened. I went in to the cave, walked around a corner, and saw two -9s as the potion dialog popped up, and died - but it all got covered by the menu.
Yeah, I tried to get clever and have the waves a bit out of step and not quite regular, but it backfired as I got something confused and then had to force the last few frames to make it loop. It needs redoing.
It will be a lot easier to get a steady influx of potential contributors if there is already a game to play. It doesn't have to be vast, or perfect. Already the releases have been pretty fun to hack and slash through.
Also it could be an opportunity to 'hand off' some responsibility. There may well be people happy to take over finishing off or adding further content to Flare RPGv1.
My opinion, which you may find controversial, is that artists need a grand goal, a bigger picture, something to inspire them. Replacing lo-fi block art in a game that is approaching 2 decades old, where is the inspiration in that?
OpenSurge should go hi-res. Aim to look good on modern resolutions (1024x768 at the very least) and then you'll find a bit more interest.
Utlimate Smash Friends has had no problem getting contributions, and that's a less well done game than Open Surge - a large part of this will be the size of the character images which allows more freedom of expression.
