The changes to the characters make them different enough from Pacman that this could be named something more generic, but I still have to mark this with a licensing issue as long as it's named the same as a trademarked character.
Even "20x20 Tileset PACMAN-LIKE" would be better. It indicates this is not offical Namco art, just inspired by it, as you say.
Are you referring to spritesheets here on OGA? Can you provide some examples of spritesheets that do not conform to a static tile size? I know they exist elsewhere, but I can't recall seeing any here.
You say "Do not share, or sell her as is." this stipulation is unenforceable. All the licenses accepted on OGA allow people to use and share unmodified assets. They also allow people to sell the assets, though I have no idea why people would buy it from someone else if they can get it here for free.
Can you provide a link to the the character generator you used to produce this character? The license you're allowed to release her under may depend on that generator's terms of use.

Sorry, this is not the same issue. You did indeed replace the .jpg with an .mp3, but the mp3 is not a usable asset. it is a 25 second preview. I have not removed the flag because it is still not a usable asset. Please upload a full useable song and not just a preview clip. See my previous comment:
