Sending authors private messages is a good way to get specifics about how they would like their works to be used and attributed, but you should not expect a response. At least not a prompt one. Many authors only check in every few months, some even longer, and some may choose not to respond at all since they feel they have given all the permission needed by way of sharing the assets here under an open license. Usually though, authors welcome comments about their assets being used in your projects. :)

I'm sorry I don't know what that means. The characters you're looking for are already present in most fonts. You don't need to translate the language to use them, but you do have to have an application that is Unicode-compatible. Are you saying the game engine Pixel Studio is not Unicode compatible? Or is it possible it just needs some localization settings adjusted? Or are you saying you don't really need the font characters, you just need a localization translation for your game?

Most widely used Unicode fonts have arabic, chinese, kanji, and sanscrit in addition to the latin characters. Fonts like Arial, Times New Roman, and any other font used by browsers and websites.
It's not clear what you need, though. Are you saying Pixel Studio doesn't support Unicode characters beyond standard Latin? Or are extended Unicode fonts fine, but you need a pixel font version? @Name by another rose: Kelvin Shadewing has already given permission for you to make derivatives of this by licensing it CC-BY. As a matter of fact, everything on this entire site is allowed to be modified and remixed. As long as you're sharing your changes under the same license and giving attribution to the original author (just as you indicated you would), it isn't just "allowed", It's expected.
Special note: if the modification is little more than a hue shift, that's generally considered a trivial change and probably shouldn't be reuploaded as a derivative until the changes are more substantial.
You're welcome to use these assets however you wish. If you're asking for exclusivity, that's not going to happen; anyone (including you) could submit these to the asset store any time they want. If that's against unity's rules, you'll need to ask them for special permission, not us.
