I see you're adding onion skin, with that and GIF loading/saving this could already be very usable for EasyToon-style animation.
Does PIL properly support animated GIF read and write (a quick web search isn't terribly conclusive)? If so I might have a look at adding GIF support over the weekend (no promises though as I've yet never touched Python).
Personally, unless it is very good and not overly verbose, I find story, beyond what the player actually participates in during play, to be obstructive and annoying. I want to play not sit through a movie or page through a short novel.
Have a couple standard durations as well as custom. A traditional ye-olde-days length and a fast turn-around length more suitable to the heightened pace of the modern world.
OGA keeps all revisions so there shouldn't be any need keep multiple versions on the current revision. It'll likely only clutter and confuse.
You're right about PIL only writing 87a. You can output multiple image block images, but they aren't true animated GIF.
So, being the fool I am I started writing a GIF reader/writer from the spec, we'll see how that goes (probablly not well).
Not every style has a discrete name.
I would describe it as: chibified; low-poly; painted textures; static, painted lighting.
I'm cool with you making them CC0. I would go back and make the original as CC0 but doing so will push it to the front of the latest art queue.
Added you as a collaborator if you want to add it.

Sweet. Reminds me of the turrets from SS2.
You make no mention of licensing. "FREE!" =/= Free.
Yes.

Let's not go to the internet. It is a silly place.
