Maybe it would be also worth rethinking the overall look? Megalomania was really cool back in the day, but a remake should maybe also think about taking some liberties to improve on it, wouldn't you say?
3D being more difficult etc. has been true so far, but we are right now in a transition as with 3D you can get away with re-using generic assets much better.
High quality engines are more or less free these days, and you can buy a lot of high quality back-ground art for not that much money in the Unity asset store for example. The lower need to optimized 3D meshes coupled with the improved quality of 3D modeling tools also does their part in driving down the "cost" of 3D.
The amount of creative commons 3D art is also increasing a lot lately, but it is sadly still mostly lacking the final bit of polish to be able to just slap it in an engine and use it as background stuff.
10 year old UT2004 isn't really a benchmark ;) But Xonotic and Warsow definitly surpass it these days. Multiplayer RTS are probably another niche for FOSS games, but both types are somewhat abandoned by the commercial sector, so take that with a grain of salt...
If you would have said story-driven single-player games I would have even agreed. Just like there are no full lenght open movies (AFAIK not even bad ones) we will probably never see FOSS games like that.
Competitive multiplayer games are a different story though... I even believe sooner or later all the big ones in that category will be FOSS.
p.S.: gui setup is amazingly primitive, it is a full screen picture in the respective screen-resolution. I guess in the long-run it would make sense to replace that with something like CEGUI or librocket.

Try using one of the base-mesh characters on this site next time as the anatomy is pretty flawed in total.

Yes the ancient beast stuff looks nice, but would be a bit difficult to mix with other available art.
