I have to agree with Bart here. I've seen discussions in Russian, French, and German on this site (in addition to many, many other languages). OGA is an English-based site but it has an international community. This site is not restricted to US participants only, and as such there is no rule that we must use English. All legitimate community involvement is welcome regardless of the language.

I'm probably the only one who does this but I use Tiled to make things like that.

Tiled is a 2D map editor utility but it's great for turning frames into tilemaps or strips of images like that.
Both definitely have their place but both require a significant investment of time and work to make. To each their own.
