There are no licenses accepted here that are compatible with what you're asking for. I have never seen anyone sell art packs from OGA outside a game. To the best of my knowledge, everyone does what you're asking for already regarding art found on OGA.
However, the legal ramifications of forbidding people from selling it at all ("by itself", "no selling commercially", etc.) creates a legal pitfall that prevents everone from using it.
If you are not willing to forego that stipulation, that is your prerogative, but it means we cannot host it here.

They are also allowed to (re)sell the assets since forbidding that would prevent people from legally using the assets in a game that earned revenue in any form.
Would you be willing to omit that stipulation? Until then I must mark this as having a licensing issue in order to prevent usage you may not approve of.
