^Varkalandar is correct: All 3 allow commercial use. Just be sure to give credit and share any changes you make to the art under the same license. See the FAQ for details.
As for why any art would be GPL, I agree GPL makes a poor art license, but some art was licensed GPL in the absence of better art licenses (people wanted to share game art, but Creative Commons didn't exist yet). Also, some projects prefer to license the entire project (code, art, music, story) under a single license. If the license is GPL before the art gets involved, it tends to stick to the art as well. ¯\_(ツ)_/¯

I'd say CC-By is the simplest in this case: You can use the music however you want. Even commercially. The only requirement is that you credit the author (bart) wherever you use it. bart has indicated how he wants you to attribute him: "Attribution instructions: You must link back to http://opengameart.org in your credits."
"You cannot resell/redistribute this asset." Any license on OGA allows for redistribution of assets. It has to due to the nature of game distribution and the fact that OGA itself is redistributing assets. People are also allowed to resell assets. I don't know why anyone would buy them from someone else when they can get the asset here for free, but people are still allowed to try reselling.
These stipulations conflict with the license you've chosen. Would you be willing to remove that stipulation? Just in case that is not something you're ok with, I must mark this with a licensing issue flag to prevent people misunderstanding your wishes.
Cool. Since you mentioned the intro of the file twice, I'm guessing that's an important component to you: under the CC-By license, users are allowed to alter the track and adapt it to their own game. This could include removal of the intro. They still have to credit you, but it may not be using the intro. Just want you to be aware.
