Yes, the Blender format is a "source" format, so people can modify the model as they want (in the free/opensource tradition) , and they can generate the final format they prefer (gLTF did not even exist when I created this model). And Blender is an awesome free/opensource sofware, it's multiplateform & actively developped, so .blend remains probably the best format on a site like OpenGameArt.
Do you mean that people "bake" their animations in order to remove the IK information ? Or that people really animate their models without IK (which is a real pain) ?

I'm new to using svg - how do you drop the background?
Open the SVG file in Inkscape ; display the 'Layers' panel (menu 'Layer" -> 'Layers...'). You can hide the 3 background layers by using the small 'eye' icons.
If you want a new PNG render, go to the menu 'File' -> 'Export as PNG...'.
I started a project of 3D open-source game (in a fantasy universe) years ago, but it has not progressed since a very long time :(
I will release here the assets of these game too.
The drawings I have just released are stuffes I have made because I wanted to draw again during the previous months. They are not really part of my 3D game, but the creatures belong to the same universe, so...
