I cant say for certain as this is not my work, i only uploaded it to OGA, but as far as i am aware the textures used are CC0, also i think the model would not be allowed to be released with a CC0 license if the textures used were not CC0 also
You can confirm this by contacting the artist through their blendswap profile which you can find here :
sorry there isn't a step by step guide/video at the moment, but i may try make one this weekend if i can find the time
here is a quick overview of what i did:
i took his modular building packs/props and exported each individual house/window/prop,
then i open blender and import the building first before then importing the windows/props/etc
position them by hand/eye and once finished i save/export the model
i hope this helps i could upload the exported individual buildings/windows/props if they are wanted ? i can't remember if i have them in blend or DAE format or both at the moment
@terry sorry for the delay iv been at work, my blender skills are amazingly minimal as you can probably tell, glad you got it sorted
as for joining parts/unity, i use Torque3D not unity and dont have to join parts (as far as i know) i just export as Collada and it works, im using blender 2.71 on windows vista
@terry i just downloaded pack 02 and pack 03 on an unrelated computer and the models are all textured when i open them and preview them with F12 in blender
im a little lost as to where to go with this as i cant recreate your problem

the original is 4 seperate icons, this is just 1 made up of those 4 icons, maybe remix is the wrong wording i will edit the original post

Which renderer are you using ? They were created in "blender render" not "cycles render" if it makes a difference ?
Im at work at the moment so cant check on my end, but they should all be textured !
Is it all of them or just certain ones ?
EDIT : i got home, downloaded the zip file and extracted it, they all have textures mapped on my end in "blender render" but not "cycles render"

iv just had a quick look in blender and from what i can tell the inside of the building isnt modelled/textured fully unfortunately :(
you could try to finish the inside off if you like and upload the improved version ? *hint* *hint* *nudge* *nudge* :P
