I'm not a lawyer, but I'm pretty sure you cannot impose that restriction with a CC0/Public Domain license. You can request it, but you cannot enforce it.
You could probably add a "no adult material" clause to CC-BY, CC-BY-SA, or a software license. It would have to be carefully worded to be effective. I'm not sure if this site allows additional stipulations or not.
It wasn't exactly what I was looking for, but I think it will work. I wasn't aware NASA imagery was freely licensed, but it makes sense. If I recall correctly, most US government media is public domain.
You could host larger files offsite. It's not optimal, but I don't think a lot of people download the Audacity source files so it might be an acceptable compromise.

Probably not. There are non-RPG Maker versions (same tileset, different license) available for some of the tilesets. You would need to purchase one of those, but only a few are available.

Are the images rotated in a non-standard fashion? This is the first skybox I've tried that doesn't work out-of-the-box with GZDoom.
