Putting all the effort into creating something original would be better than creating fan work. Before reading the thread I thought it would be about how you could get haters from the fanbase if you created a non satisfactory fan work.
@Mold: I haven't heard anything about restricting art submittd on the artists behalf. Everyone's allowed to do that still. It is a known bug, but it seems to be considered lower priority and high effort to fix. I'd advise making the author clearly known in the attribution instructions and, when possible, add the author as a collaborator.

If it is an art submission, zip files are supported. You can place your .kra file in a zip file and submit.
Otherwise I don't know. I am not sure if they can add .kra support in a near future
EDIT: ok, it seems like adding ".blend" at the end of the filename works. Then you have to remove ".blend" after the download
