When I finish the upload it alerts an error. Then if I try to send, it never finishes. My file is 137mb.

What should I do? :/

Isn't it possible to apply sending only the github repository?

I'll change the form so that the upload is no longer a required field.  If you submit a repository link instead of an archive, please give the revision ID of your official submission.
