I don't actually think that art should be reviewed by people who don't like it. I think that uploaders who dared to make or upload stuff to OGA shouldn't be punished for it. We have moderation system and also a favorites system that can push good work on the front. Also art that for one user might look worthless, could be very handy for the other one. I know that I have a bit different view on the topic, but it helps to keep a good community, keep tensions out and also motivates people to upload their stuff without worrying what other might have to say bad about their work.
I thought that this way the uploader gets an message that there has been something changed about the file. If it is that way it is probably no good solution. Otherwise I am fine with it as well :)
I think that is actually more of a burden, as code needs a completely different approach and infrastructure... so only small bits could be reused and it would be easier and better IMO to start from scratch (or from drupal) again
I think a code dump is a great idea, especially if people care to describe the code, tag it, and do stuff that makes the code reusable or good for learning special purposes. Unfortunately I think most people won't.
But the main problem to me is probably that it is a too big issue to make it as a spinoff of OGA or include it in OGA. I think it is healthier for OGA just to search for a partner site we can collaborate with ... maybe we can even convince someone from the freegamedev forum to start such a site for game code. IMO such a site needs much more attention and work than we imagine it at the beginning to work good.
thanks ceninan for starting the thread. Once again I will need some more thoughts and time till I want to present the idea from my point of view. I ll reply as soon as I can get the general idea sorted in my head :)

Sure,
if the user has to write a name for commenting it is fine with me as well... I just get confused by multiple anonymous all over the site
