I could probably start with the 16x16 for now but I would eventually like to move onto 32x32.  Thanks for the suggestion and I am glad to hear that some 32x32 may soon be commissioned.   

It is quite a project, but it will definitely be worth the time I put into it.  I don't really have any specifics, but I can suggest some ideas in my head that might be a good starting place.  I am not too picky though.  Of course additional items besides or any part of my recommendations would also be great.    

Hair: I would say 5 hairs for a male, one with a part on the side, one with smaller spikes, one with a bit larger spikes, and one probably similar to seta sojiro from rouroni kenshin.  5 for a female, which include 1 ponytail, 1 curly long, 1 straight long, 1 shorter, and on updo style of some sort.  Colors on these don't matter too much, though it would be better if they were all one color.  I can easily write some code that allow the user to change the color, significantly increasing the customization of the sprite.

Clothing:  I would say 5 sets of clothing as well.  A good start would be a set that looked sort of midievil fantasy including peasent clothes, royalty clothing, some sort of dressy clothes(for a girl a dress, a guy fancy suit or something), warriors armor, then maybe something else more casual that isn't quite peasent(for a girl it would be a skirt, and a guy would be nicer looking pants).  I would probably also build in a color changer for these that allows for changing up to 3 of the colors on the clothing.  

Probably the best layout for now would be to line them up the same as these sprites http://opengameart.org/content/twelve-16x18-rpg-character-sprites-including-npcs-and-elementals.  So it has forward, right, back, then left facing with 3 frames.
