This stuff hasen't been updated for about 3 years and will not be compatiable with flare 0.19 (the most featureful stable). So I'd consider it not worth looking at. The best reference right now is flare-game and the wiki documentation to create a mod.
There is a tileset definition generator somewhere on the forum that you may find useful.
I'm currently tinkering with flare and creating a mod - hopefuly I'll pump out some documentation on howto mod flare (once I get it up an going).

For the power - make sure the power itself is passive , and associated post effects (and the effect of hp regen) are correct.
I have done it before :
Just assign HP regen as a passive power to the enemy through passive_powers.
So its not impossible :)
