I'm not specifically aware of one, but I'd imagine it would be fairly easy to make something like that in Javascript.
I'd have a canvas and a selection of modules, which you can drag onto the canvas, then flip and rotate them (probably in 90 degree increments). For building space ships, a mirror image feature would also be really handy.
Sometimes that happens, usually due to the spam filter being overzealous. Mark the post as not spam, then click the edit tab and save the post without editing. It should appear after that.
With no instructions what to put in the asset list, what do you guys expect will happen?
I'm just one guy and I write code for this site in my spare time. I assure you that it wasn't out of laziness or malice that I didn't write instructions. Time allowing, I'd like to attempt to debug the issue, so it would be really helpful if you could provide me the collection and asset(s) you were having issues with, so I can test.

These are excellent icons, but the first preview image shows images that aren't included in the submitted collection. Can you update it?
