I don't but its much easier than it might seem ;) . I created it using a program called Filter Forge.

If you are on Windows or OSX you can download the thirty day trial of the full version which gives you access to the full online filter database of filters. (the one I used for this texture is here (http://www.filterforge.com/filters/1383.html)

I'm no expert but, if you have any questions you can usually find me on the forums or on IRC.

@doudoulolita: Filter Forge (nor other software like Photoshop for example) has any claim to the art made using their software. If the creator put it in the public domain it is PD. 

The only potential issue being, software not licensed for commercial work being used to generate work that later makes it into a commercial project. But if you look at the Filter Forge site non of their licenses prohibit commercial work so you are clear to use these textures for whatever you like.
