It's a pain when someone does this, Public Domain allows it, doesn't make it right. I would put a comment on the asset on Gamedev Market telling pepole its free and maybe provide a link back here to the original source, not sure whether GDM allows links though. :)
yes, reselling CC0 assets is legal, just not very ethical. However, GameDevMarket's Marketplace terms stipulate several things that may disallow such behavior within their site:

Furthermore, it may be a prohibited use per https://www.gamedevmarket.net/terms-conditions/#terms-website-use
Which include: Content Standards "Contributions must not ...
Posting a comment linking here to the free asset may be all is needed, but I am guessing the "Got something to discuss?" section of each submission does not appear by default and could simply be ignored or deleted by the person impersonating MELLE.
@MELLE: If this is something that bothers you (It bothers me!) then I would recommend contacting GameDevMarket administration at support@GameDevMarket.Net (or via their social media links) and explain that, although this is not illegal, it goes against the spirit of freely shared content you were intending and may violate their own internal policies.

I have contacted gamedevmarket administration. The user has been banned.
