Under the licenses you have listed for this work- or indeed any licenses on this site- users are not obliged to do so. CC0 is equivalent to public domain and effectively waives all copyright, while CC-BY, OGA-BY, and CC-BY-SA stipulate some conditions (attribution and, in the case of CC-BY-SA, share-alike) but allow reuse without explicit permission. GPL is more complicated but I believe does not allow this as a condition.
In other words, you may request, but you may not require, that users contact you before using these assets. If this is your intent, I recommend clarifying your wording to eliminate ambiguity. If this is not your intent, OpenGameArt is probably not an appropriate place to distribute your works.
