Clarification on acceptable extra artwork for coding phase

I'm considering using additional artwork for my game that is not from the contest, but is rather public domain (I have a 19th century horror story theme for my game idea, and was considering using original illustrations from such stories).  Does this count as an acceptable "free-as-in-freedom license" as it says in the rules?

Art that is in the public domain is free-as-in-freedom. Please be explicit about where you got the art. Note that drawings have their own copyright and author.

If you can show some examples, we can give specific clarification.
