I think there are too many variables to give you an estimate. Quality of artwork, how complicated the design is, stuff like that makes a huge difference in time and cost. Why do you want to know? Maybe once we know that we can help you better.
I'm new to this thread and all the deleted posts make following it very confusing so forgive me if I'm wrong or going over previously resolved stuff, but isn't this the RPG Maker sprite generator? The sprites made with that are not free to use, you must own RPG Maker VX and can only use it with RPG Maker products.
Yeah, the whole reason I've been learning 3D at all is to enhance my 2D work. I'm actually not horrible at using Sketchup now but the free rendering options on that are pretty much non-existant.
Gosh, thank you very much! You're an artist that I highly respect. I've been following your work and trying to learn from it so that means a lot to me.

I've already given blanket permission to use My LPC stuff under CC-BY 3.0.
If it helps, I've given permission to use my LPC artwork as CC-BY 3.0.
Oooh, very nice! I was meaning to do that, now I don't have to!

I don't know what the second set of questions are asking. It seems the same as the first half, only with worse grammar.
In the base assets, specifically: http://lpc.opengameart.org/static/lpc-style-guide/_images/victoria.png
