Looks like a cool project. Maybe it would be possible to adapt an existing engine (such as the Hero of Allacrost engine) to make use of the project files. Unfortunately I'm really caught up with writing a thesis at the moment so I haven't had time to further delve into this stuff.
It's awkward because Public Domain means you can do whatever you want with it so there shouldn't be any need to specify other licenses. However, there are some countries in which the public domain is not recognised and assets would not be usable without picking a different licence.
TL;DR: It's awkward but sensible that all those licence choices have been made available.
