How build the source using Cmake on a Windows 10?

Sorry, I am not a programmer, and a read every topic about this and the files at GitHub and don't undestand how to do this.

Someone can explain to me how to build from source flare engine with flare game using Cmake on a Windows 10 for run in every OS??

I am thinking about make some mods, but to make I need learn how to build, because I want to use the updated files from GitHub.

If possible building using C++.

I read about MinGW, but don't undestand this, I download the package and give error when compile using Cmake.
