The text file included with the RAR file indicates that this work is under a Creative Commons 3.0 Licence, but OGA lists it as being Public Domain... which is it?

I'd also like to know this.  It seems to be an epidemic within all his packs actually.  And I've been downloading them placing them in my Public Domain Art folder.  If it turns out that these are mislabeled, I have to waste my time rifing through them all again.
