Any tutorials/advice for making detailed cliffs for dimetric graphics?

Ideally, I would like to make cliff graphics as detailed as the ones found in StarCraft, as shown in the figure below and link to full sized image. I suspect that I might have to make "high" poly cliff models in Blender and render them, but I'd like to know if there are any simpler/faster methods that can produce similar quality results as StarCraft.

The example you show is certainly a 3D prerender.

That is just about the easiest way to make any graphics.

You don't need to worry about modelling quality, poly counts, texturing (mostly) and you can intersect your heart out.
