2d map elevations

I was wondering if anyone had any samples of how elevations are done on a 2d isometric map. At first I thought it was sort of like a illusion but I have seen some systems on youtube where you seem to fall off of elevations. Even elevations that are trasparent underneith so the tiles look like they are floating.

Maybe I dont understand 2d maps enough Im not sure. A 2d isometric map with elevations seems difficult to me to figure out.

You mean something like this?

- http://www.abclinuxu.cz/images/screenshots/5/5/141455-spellcross-konecne... (static-step elevation)

- http://criticalindiegamer.com/wp-content/uploads/2013/06/Xenonauts-_04.jpg (several levels)

- http://www.synthetic-reality.com/tactics20.jpg (each tile with its own 'floating' elevation)

http://eriktwicereviews.com/wp-content/uploads/2014/10/Xenonauts.2.Battl... (see the car in the center - when something 'interesting' moves in its back it becomes semi-transparent)

Any of them that has a  area where you can stand that is not at ground level is what im looking for. so far im guessing each tile has an x and y and a z for elevation.  The one where the car becomes semi transparent is neat too. I didnt know anyone had done this with 2d ive only seen it done in 3d.
