So I found this spritesheet on Scratch, marked Public Domain but heavilly blurred, after following the image trail, I found the more enhanced version you see below, and also that marked on the spritesheet is essentially "made by CollegeKid, free for anone to use." After searching for the image, I found it on several Russian game development sites. What concerned me was that on one site the sheet was under "game rips. is there anything else I could try to find the origin?
