Simple Tile blend/mask software?

I am working on a simple social 3/4 view game. Just about everything I need is already coded.
I need to make tiles for terrain. All I need done is a simple task. I want to take the two attached textures and get a tile set generated as shown in the diagram (excluding the outer tiles because those would come from one base texture.) Once that is done, I'll re-size and insert myself into the game.
Does any software exist that will do that simple task of taking texture A and texture B, and making a tileset shown in image C, and only does exactly that?

I can try but texture sizes are incorrect resizing might mess it up.
On second thought, would you just like to be the credited land art person flat-out? In all reality, I do minor coding, and am much more the project manager/designer than anything else in official capacity.
Which texture sizes are wrong? I'll re-sie myself and re-up.

That is fine as long as there isn't going to be an issue with those textures we used. I have no Idea where they came from or what permissions you have to use them.
They are free textures coming from the Spiral Graphics website, and this game is free.

Could I get one done up of the sand/grass? That should round out beach and desert biome base tiles! I can use those to make islands, beaches, desert oasis spots, etc. in conjunction with the current sand/water and grass/water tile sets.
I'm not sure what other sets would be good.. mountain/ice? Mountain/sand? I have a space level, I wonder what would work for that? Plenty of stuff on the Spiral Graphics site, I'l have to do some research into them and maybe see what inspiration hits!

Thanks! I'm trying to figure out why stuff isn't saving, and how to assign building areas in the mean time. Somethign went wrong with the save/load code, and I still haven't a clue how I'm getting the asignable area code done.
You've been put into the credits in the base code for the game along with all of the other sources I can recall!
I did the grass/sand tiles but will wait for a bit in case you drop something else on me. I'm going to remove the other links if your done with them, my dropbox has size limits. I'm starting a bunch of new Idea's to play around with. procedural vegetation and my own brand of seamless textures are heavy on my mind at the momment. as well as continent creation. I can use layers of noise to enhance them but would like a little more control over the land masses. then there is all the other half finish parts that still need my attention. summer was busy for me so not much time to really dive into some of these.
Mountain/sand and grass/mountain are the only things I can think of for now to add with grass/sand. I think that will handle everything until I need to do the space map, which is a good ways away.

I apologize, one thing did occur to me. I wasn't thinking about varied water depths between islands. Can I get a regular water and deep water set made as well? That would be my final request for a good while to compliment the other sets.

not sure what your asking,I've already done the regular water so you want the same in deep?
Apologies for not being clear!
Take the regular water, and the deep water, and make a tileset of those just like the others. I envisioned a transition from shallow water to deep water, which would work well with the islands.
Here's how it currently looks. Sand/Water transition looks great! Note how the shallow water/deep water has no transition like the sand/water. That's what I meant!

water texture not looking very good, sure you can't find something better
That's one of the best ones I can find seamless on the Spiral Graphics site. All their actual water looks like garbage. I don't think it will matter much when it gets re-sized to 32x32 and a ton of the detail is lost as a result, anyways. I'm quite sure it will be good enough. Alternatively, if that's too great of a contrast and you mean it isn't looking good because it's too dark, I can provide a lighter 'deep water' tile from the same base water tile.
looking at the map above the water doesn't even resemble water except in color. I'll see if I can make something better no promises
Don't worry! Just using those two water textures and making a tileset ust like the others is all I ask! You'll see what I'm getting at. Also, I can animate these so they'l look like water in-game, and not in a still screenshot!

Everything works perfectly! I've picked up a pixel artist to handle sprites and objects for the game.
If you ever want to give it a shot, you can use the BYOND client, or just use Chromium/Chrome (or IE8... dunno why FireFox has performance issues) and hit up http://byond.com/play/embed/anthroesoterica.servegame.com
Still gotta get the custom object saving and turf saving done, but the project is done and ready to build out!
