Sci Fi 16x18 JRPG Characters and a Map

Hello, I need at least two characters (one male, the other female).  Also a small map (~3200x2400 which is 4x4 800x600 tiles).  The map can be tiled or solid, it can contain seperate animated object tiles which can be added programmatically.  I'm open to discussion on how to achieve this.  The map is meant for player vs player so there shouldn't be any obstacles that could cause imbalance assuming 2 teams with spawn points at opposite ends.  Both the characters and map should have a scifi theme (glowing lights, technology, etc).

 

I would prefer a style along the lines of http://opengameart.org/content/oga-16x16-jrpg-sprites-tiles  Infact, if any of the art in that collection can be used to cut down on costs (such as the character base), that would be perfect.  Required character animations: stand, run, melee, cast (in 4 directions, top, down, left, right with a 3/4 top down view).  As stated previously, the character base in the collection mentioned above would be ideal.  Interested parties please post your thoughts and concerns.  Thanks for your interest.

N.B.  I would like to spend less than $300 dollars.  If I can pull off less than $100 then wonderful ;)

P.S.  I would like the ability to release the assets for free after usage, if possible, as my game will be open source.
