Is the current game just short?

I'm playing the default Flare game, and I'm finding it a bit lacking. I have been instructed to find some pass by the overseer, but I can't advance past White Wind. Is the game just that incomplete, or am I missing some requirement?
White Wind is a dead end. The place where you want to go can be reached from the Frontier Plains. I've circled it in red here: http://i.imgur.com/oaAucwa.jpg
