ISSUE: some users are unable to effectively edit submissions. On the Edit tab of submissions, attempting to remove files or upload new files does not work. The [remove] and [upload] buttons do not do anything when clicked.

CAUSE: Although the issue seems to correspond with recent site performance updates, the cause is essentially coincidental; Chrome version 83 (updated approximately the same time) broke javascript load order: https://www.drupal.org/project/drupal/issues/3143016

Although this affects drupal platforms (like OGA) in this specific way, the bug is not limited to just drupal sites. Chrome, in most cases, updates itself silently without user input or interaction, so chrome users would likely not be aware of the browser update going into effect.

SOLUTION: Drupal is working on a patch for this, but it may not help us since we are still working on a migration to Drupal 8. Chrome 84 "should" fix the bug, but at this point I don't know when that will happen. If anyone knows of more up-to-date information on this, please reply here.

In the meantime, some temporary options:
1) use a browser other than chrome. Not the most convenient, I know, but one that can yield immediate results.
2) manually roll back your chrome browser to an earlier version. Then feel free to roll it forward when Chrome patches it.
3) let your edits wait for chrome 84 if they aren't critical, or I can help make adjustments on your behalf if they are more prominent changes.

NOTE: this is about the Upload and Remove buttons on the submission edit page. There may be other issues related to recent site updates, but they have different causes and different solutions.
