CC-BY 3.0 license and author not respond question

Hello all,
I'm building an ios game and I want to use some sound effects from opengameart.org. Actually I found 2 sound effects under CC-BY 3.0 license so basicly that mean I nead a permistion from the author but what happen if the author not respond to my email, Shall I just use it and mention his name in the credit game?
CC-By does not require permission. The artist has already given permission by licensing it. Reread the license requirements--the central thing you need to do is give credit to the author.

but what about an auther has more than one license such as
CC-BY 3.0CC-BY-SA 3.0GPL 3.0GPL 2.0CC0
Can I use it as well without permission I mean Can I choose CC-By only?

As far as CC-BY style licenses do not permit to use them in DRMs e.g. Android play store games - what is the chance that author will respond to asking for the required permission?
I.e. I'm making a strategy game and using CC-BY(-SA) music&sound from OGA. I plan to publish it for free at Android play store as soon as it's finished. Do I have a chance to get a permission, or do I have to roll back and forget about CC-BY content? (or ask the Author(s) for permission before inclusion of the content in-game in order not to seek replacement afterwards)
Note that Google play doesn't force apps to have DRM.
