Any good pixel animation programs?

I have a submission I'll be posting soon, but I'd like to create gif animations for the sprites moving around the tileset without having to use a script and screen record.

Are there any programs that do this?

-Maybe question is in some kind of controversial state, OK it is possible to move tiles by hand without script, and then copy sprite on surface in memory and take screenshot of surface region. But again point of this is in shade, can you explain your request more deeply, maybe then someone will help you. Best wish ..

I was hoping for a program that I could use for simulating gameplay without having to actually build a game.

Hmm, i was looking into something like this, but the only answer i found was to actually build a project myself. Then its just a case of swapping the sprites per asset release. So its just a room with a tile set, then the character moves around and attacks, showing the characters off in like a 'real time' showcase, and yeah, screen record each time, upload recording and export as a GIF. little long winded, but once you have built the project then thats most of the hard work done.
