Nah, it still happens.

the blank screen/error 500 thing isn't about UTF support. any character that has a control alternate is going to do that still. Backtick (control alternate of apostrophie ' ), em dash (control alternate for en dash or hyphen - ), curve-quote (control alternate for plain quote " ) will all freak the site out because it can't tell which one to use.

EDIT: I meant backtick, not tilde. (the symbol that shares a key with the tilde)
