Strange licenses compilation you have there. Art can't be CC0 an CC-BY 3.0 at the same time, moreover, CC-BY 3.0 interferes with the CC-BY-SA 3.0 license

Could you please specify more transparent license system?

Art can be simultaneously licensed any number of ways--they just don't all apply at once, and the user is free to choose which he likes best.  Take a gander at the FAQ, it has a pretty good explanation.

That said, the CC0 makes all the licensing options redundant, so it would be simpler just to have the CC0 option.
