Vector art isn't the same thing as pixel art.
Pixel art is raster based.
A vector art tool isn't going to help you.
The light effects are a little off, but the rest of it reminds me of something out of a Lucas Arts game. (Day of the Tentacle, etc.)

Copy ;) yeah!! I used "pixellate" option a "new" feature of InkScape, you have to do some work before click it.
I need to improve it a lot.
