I just whipped this up since I needed something like it for a class project. It's kind of goofy and bad, but maybe it has potential with enough dedication. Might be good placeholder art while you look for something better.

No AI used here, if thats what you meant by "generate". It took me an hour with some Firealpaca (drawing program) default brushes. Human slop.

Or if you meant a proper tile-making program I probably should have looked into some sort of art program that takes care of the seamless aspect

I was more asking about what art program you were using. (Firealpaca, as you said) This appears to use a single sprite effect replicated and overlayed several times. I am not familiar with firealpaca, but I asked because many applications (such as GIMP) have tiling tools that match edge-to-edge. What is the origin of the laser effect sprite?

Ohh, I see. I'll definitely use a tiling tool if I ever do this again. I used an airbrush, "cyber line 1", particle brush (scattered dots), "flame artist", and "spark" brushes. And yeah the corner was a shoddy attempt at using the straight line's image to make a bending tile, so basically something like that. If this is too cruddy of an asset I can just take it down lol

Not too bad if it's zoomed out, which is what I am using it for in my little game project anyways. Some hue shift or rotation variation of original files.
