Due to the poly count I dont know if this will be much use for anyone, but here's a character I created. The character is not rigged at this time. The still was created using automatic weights.

Included are normal, specular and AO maps.

Male Figure: 5476 faces
Mech Hand: 6400 faces
Total: 11867 faces

I'm sure the mechanical hand needn't have so many faces, but if necessary I suppose a user could just mirror his organic hand to bring the poly count down considerably.  I like that he's a sci-fi character that looks like he's ready for combat without looking like a hard-boiled space marine pumped up on super steroids.  Instead, he's proportioned like a generally in-shape guy, which is pretty appropriate for a soldier or cop.

Could always be used to make normal maps and bake textures for a low poly model

Question,  i'm confused on the licensing.  there's CC-By then CC-BY-SA. which one is it?  and if it's SA how does that work in terms of my project?  I have to share my project for free or is it just the asset in particular?

@crazymanofnwn:  If the artist lists multiple licenses then you may choose the one under which you elect to use the work.

For CC-BY-SA, you would only be obliged to share any derivatives of the asset you make, not your whole project.
