First of all, I'm not an artist, I just used these draws that I make as placeholders.
This files were used on a "kill the bug" game that I made for touch screen devices.The files include a full 1 to 10 health metter in two styles.
To end with this, as this files were just placeholders images and were never releasead to the public, so you can use it as long as you want for any goal that you wish.

OpenGameArt should have quality guide lines. These are almost one colored pictures... Seriously? Everyone can create a green bar.
Agreed. This submission is useless (even as a placeholder), as anybody could make these in under 15 seconds.
There already are submission guidelines, and this (as well as many other stuff this discussion could be applied to) likely fits the 'trivial submission' category named in the general guidelines. That being said, I suppose moderators only have the right to remove such submissions, but I think they're busy and cannot look at everything gets published, or simply are very cautious (and that is generally a good thing) when it comes to using that right.
My opinion is that, since stuff like this gets quickly pushed out of the front page, thus giving more visibility to higher quality assets, doing nothing (i.e. leaving the submission where it is) is acceptable as well. In other terms (and this was stated in a forum discussion a while ago), being ignored is probably already enough for poor quality art.
I think that the submitters of uploads like this have their hearts in the right place. I commend them for wanting to contribute artwork here. I don't think these cause any harm or anything.
Oh, I do have to point out, though, that the copyright/attribution notice of "Free to use for any goal as long as you give me credits." is not compatible with the CC0 license.
