The naming of this file is quite bad. The "#" character confuses web browsers. If you convert the download URL to the following, you can download the file fine.

none of the links worked for me, but after doing what ronybek said it downloaded fine. fix this file name please. it's keeping people from getting it.

AFAICT, OGA doesn't sanitize file names.
