I made these buttons in Inkscape v0.92 with inspiration from a progress bar tutorial on the youtube channel Logos By Nick (I highly recommend you check him out if you want to learn how to make and edit vectors in Inkscape).
In order to get the text under the shine in Inkscape, ungroup the buttons, type your text on the button, and lower the text one step.
The font in the example is called Graviola Soft; their Desktop and Web Font licenses are free.
