Hello,
I made a pretty simple "cooldown overlay". They can make a decent timer for a button, you can always changed the color to whatever you'd like. I made the cooldown 50% transparent, so you can layer it right overtop of the button/skill/etc in question.
It has 24 different "slices"...so there are 24 states...
