One image like the first from MARVEL will cost $250-$300 (depends on your image resolution and details you would like to have there)

It's the first option,  but I can also offer a few other options at a lower price (like fewer characters on the picture, less detailed)

Why would he get sued? 

EDIT: I read the wrong post. Yeah you'll definitely get a cease and desist for this. 

I have looked at the project and it sounds great, even as an idea, an open world rpg around super heroes created by original characters, however

"This projects goal is to generate buzz for an idea that will eventually lead to a pitch to the very people who would sue me?"

In my opinion.

The time it takes to create and develop something like this would be very time consuming, and if you are to pitch it then it pretty much would have to be spot on, I'm not sure anyone would be willing to commit to a project like this when the likelyness is you won't get the license from Marvel to get the go ahead anyway, even if your game is really good and marvel like it, they still probly won't grant you a license to use it, and the reason being is because someone else would already have a license to use it, which would not allow another developer to create a game that would potentially put their game project at risk should there be a financial commitment to it.(and there will be a financial commitment to it) thus could be a lawsuit from either marvel themselves or the license holder, although it's more likely a "cease and decist" notice should you continue without a license, even so, all that hard work and effort put in for it not to be allowed would be devasting.(personal experiance)

if you created your game based on original characters then you might get a better response from artists, fan based stuff is great, but it comes with risks, if you do continue I wish you well, and the advise I would give you is be cautious.
