The GPL states: "You may not impose any further restrictions on the exercise of the rights granted or affirmed under this License."
If the contents of the Copyright/Attribution Notice are meant to apply on top of the GPL then they are invalid.
If they are an alternative licening option then they should be fine but you should probably make that more clear.
The license PDF included in the archive (License Terms Mobile Game Graphics.pdf) does not say anything about the work being GPL and indeed lays out the the same restrictions that were orginally in the 'Copyright/Attribution Notice' field.
The license for the work must be one of the OGA supported licenses w/o any additional clauses or restrictions.
If your intent is to release the work under the terms of GPL 3.0, please update the licensing info included in the archive to reflect that (eg. remove the License Terms Mobile Game Graphics.pdf file and replace it with the GPL-3.0.txt).
If the work is only to be released under the terms of your custom 'Mobile Game Graphics Free License' then it is not suitable for this site.

Are you the original creator or owner of these backgrounds? If so, you can change the license like this. If not, I"ll have to remove this entry.

Hi Clint, as previously stated - I believe oue ownership proof has been provided. Youtube channel, account email, website etc.

@MobileGameGraphics: I know you're probably sick of twiddling this submission already, but you might consider dropping a copy of the GPL-3.0 text (available here: http://www.gnu.org/licenses/gpl-3.0.txt) inside the zip file. That way it's plain to anyone who ends up with a copy of the archive how the work is licensed.
Also, and only because you're new, I'll ask if you considered using any of the other OGA supported licenses for this work? GPL can be used for art, but is generally considered tailored for source code and software. The Creative Commons licenses (CC-BY and CC-SA) have been specifically written with artwork in mind. There's also the OGA-BY licenses created by this site to be CC-BY w/o an anti-DRM restriction.
Again, just asking because I see your account is new. If you've already reviewed the licenses and decided GPL-3.0 works best for your work, no problem at all. In fact, I salute you for sharing no matter what the license. Both this and your PixelFantasy submission are top notch stuff!

The stone portion of 'background 3' in the download file is both smaller in scale and differently textured compared to the stone portion of background-3 in the preview image.
